I would've called it Ghost Crossing. The locals seem to be ignoring it.
What sort of trains cross here, Streetcars? Freight or passenger lines?
The ghost on the tracks is The Person In Charge of the Crossing Gates. Roused from his daydream, he has heard the whistle of the now-close approaching train and has dashed from the doorway at right to do his duty.
At least, in my imagination.
