Something is awry in the chronology. Although it was authorized in the 1920s, Shenandoah wasn't established as a National Park until 1936.

If it wasn't for the car, I would think that that is a photo of East Kentucky in the 1970 or even 1980s. Travelling through Appalachia at that time, it would be very easy to find a dirt road such as this one. Kinda of makes me homesick.
