The item on the front of the running board is a klaxon-type horn. Horns like this were used on motorcycles and bicycles. It is possible that this is electrically operated; however, most small ones were push-lever operated, but I do not see the lever.
I think the "telephone microphone" device on the running board is the horn. Perhaps the car had a battery for the horn, lights and, maybe, a GPS!
Ebay listed has one similar to this car, but without the comfy driver's seat and missing its door. Priced to sell at $5,999.
