The same man is also in this photo. He's in the bottom right corner of each one. Could that be Sydney B. Lust, the noted benefactor and movie house owner?
He had a long and productive career!
Born in 1907, his first movie credit is in 1915 for a Short called "The Phoney Cannibal" and working all the way up to 1975 where he was an Assistant Director on "The Rookies" TV show.
He died in 1994 at the age of 86.
Imagine how those hard-bitten gutternipes took to this schmaltzy wholesome movie obviously presented by Mr. Lust for their edification and improvement.

Washington Post, January 20, 1921.Newsboys to See “Dinty”
Washington Post newsboys will be the guests of Sydney B. Lust at the Leader Theater on Ninth street, Friday afternoon and Saturday morning, to see the boy star, Wesley Barry, better known as “Dinty” in “The County Fair.”
Mr. Lust is entertaining all the newsboys of the city this week and The Washington Post boys will get passes good for Friday afternoon from 3:30 to 7:30 or for Saturday morning from 10 o'clock to 1:30. The passes have been turned over to the agents who supply the boys and may be obtained by applying to the agents.
