Check out the right center of the pic. Not the fire engine parked at the curb. People over there are looking at the head of the alley. Looks like racked fire hose. Probably over there is what the buggy struck. By the way, the buggy says Fire Marshal, but another pic states Battalion Fire Chief Timothy J. Donohue was the officer.
Pretty neat, the 2 houses east of the alley towards Georgia Ave are no longer there.

You are right. This is in Columbia Heights. I think most of the houses in the picture are still there but the corner store is not a 7-11.

That's not far from the Columbia Heights metro stop. Some of those houses are still there--but I think there's a 7-11 on that corner.
a car wreck can STILL draw a crowd like this. Some things never change!
It looks like there is leaf debris or maybe slush on the road. If he hit it when he was braking for the intersection, he could have easily skidded.
