I was wondering if this could be the same Nawakwa I went to the in 1970's. If it is the Lutheran camp in Pennsylvania, then indeed it was. I remember it well. I didn't like it all that much, but I remember it well!
IIRC, they were more like chocolate-covered caramel, although not exactly caramel. Something chewy, though.
The box of candy stuck in the end of the bunk appears to be Welch's Pom Poms.
From the list of ingredients I suspect they were Malted Milk Balls.
We had metal-frame bunk-beds similar to these in our summer cottage as kids in the sixties, only somewhat taller, narrower and longer. Same type of mattresses, too. I never did know whether they were actually army surplus, but my folks called them army bunks.

My older brother went to Camp Nawakwa for a number of years and was a counselor there one year, if I remember correctly. I never got to go to Nawakwa, but I heard lots of stories from my brother.
There are a surprising number of Nawakwas around the country - a Y camp outside Chicago, a Camp Fire camp in Southern California, an AMC Camp in the Catskills, a Girl Scout camp, and it's also the name of one of the Boy Scouts' earliest Order of the Arrow lodges (OA is an honor/service organization within Scouting). But I would guess that this is from a Lutheran Camp Nawakwa in Butler County, Pennsylvania.
