I am wondering what the woman in the front of the food cart is writing. Her build is so much like the woman serving, it suggests to me that this is a mother-daughter business, and the book is a credit ledger.
Maybe she is their cashier/bookkeeper, taking the money or keeping track of what each of the customers buy, so they can pay for their food on paydays, if they do not have cash at the time.
