"World War veteran, Bonus Expeditionary Force." Scene from the "Bonus March" on Washington, when thousands of veterans converged on the capital in 1932 to demand cash redemption of their WWI service certificates, a bonus that wasn't supposed to be paid until 1945. The car between the two figures appears to be a Roosevelt, built by Marmon. This make features a lightning bolt on the radiator core, qv. The coupe is a 1930-1931 Ford.
It appears he is holding the issue dated Saturday, July 16, 1932. The Chemung County Historical Society has a nice article on the Bonus Army here along with a picture of this issue.
This veteran is standing near the northeast corner of 13th and F streets NW. Behind him is the south side of the 1200 block of F Street, including, directly behind him, Erlebacher's ladies' fashion shop. (Compare the buildings to those seen in the photo below, looking southwest from 12th Street.)
Once again, the Harris & Ewing photogs didn't have to travel far from their studio (1300 block of F) to find their subjects.
