In the extreme foreground right in front of the [Good Old] News Leader (GONL) building, is the top of a utility pole carrying a circular fitting from which many wires slope away in all directions.
It is difficult to judge whether these are from the telephone or the electrical system.
It seems too asymmetric to be a radio antenna installation.
I vaguely remember seeing a similar utility pole fitting in a previous Shorpy photo, but I've never seen anything like that in use during my 60 year lifetime.

is the Times Dispatch, the only surviving daily morning paper in Richmond VA. "GONL" is the 'Good Old News Leader', an afternoon daily that's been gone more than 20 years. At one time the Richmond News Leader also owned a pair of radio stations, WRNL-AM 910 and WRNL-FM 102.1 (now WRXL), both of which I worked for back in the '70's.
If you look in the lower left corner, you will see The Richmond News Leader, the best Newspaper Richmond ever had. I was the paper's last photo editor when it was killed in 1992. The TD had a saying, "if it's news, it's news to us." We laughed at them then, we laugh at them now.

The little bell tower in the park (bottom right corner) is still there, as is Saint Paul's church on the left a half block up.
