Could anyone be elected commisioner of anything today with a first name of "Philander" ? He was probably appointed to the position anyway.

I tried to connect him to Edward Edwards, the then-governor of New Jersey, but that just doesn't ring right. I can't imagine the son of an anti-prohibitionist Democrat in a photo-op with then-GOP Chairman Hayes.
