Washington, D.C., 1925. "Snow removal -- Ford Motor Co. (Fordson) tractor, Pennsylvania Avenue." National Photo glass negative. View full size.
A Fordson was the first motorized vehicle I ever drove, back when they were common around here. This one is also the first I've ever seen that had a cab, of sorts. Around here you were free to join the birds if you got into some ditch trouble, but for the job seen here it looks inviting.
I wonder if the plate isn't a license, but just a property tag for the city?
I was going to dispute the date of the picture based on the tractor license plate date. At first I thought it said 1929. Closer examination shows the date as 1889. Can anyone date the tractor? Was it common practice in the day to move license plates from one tractor to another?

Looks like a Hoyt-Clagwell to me.

I'm guessing tterrace isn't a Green Acres fan.

Looks like they are trying to peel compacted snow from the road with a kind of plane - a much bigger version of what a woodworker would use to level a board.
I'd guess they do that and then shovel the loosened ice into the truck that's standing by.
I'll bet it didn't take them long to build a wider blade.
