Based on the buildings in the background the photo does indeed appear to have been taken on Ft. Myer, which is in Arlington, VA, not Washington, DC.
That looks like the parade ground (now Summerall Field) at Fort Myer, which was a cavalry post then.
Too bad we can't see the face of the one acting as the bar for the horse to jump over. I doubt he was quite as jovial.
