"On June 7, 1949, the Governor of Florida, Fuller Warren, approved Senate Bill No. 34, which required owners of livestock to prevent their animals from “running at large or straying upon public roads.”
In that part of central Florida, it's still typical.
My parents lived in central Florida for a short time about 65 years ago (just before I was born back up in Ohio!). My mother told me that it was mostly cattle country back then in the pre-Disney days so this kind of thing probably was very typical.
