I didn't realize that the practice was being done as far back as 1921.
The Flag is raised to the top and left for a few seconds, then lowered and boxed.
It has to be a real boring job but, hey, it pays the bills.
The tip off is the Flag on the right, which is a little farther up then "half mast".
The trees look like they could be late winter. If circa 1921 could possibly mean 1924, Woodrow Wilson died February 3rd of that year.
Boies Penrose, U.S. Senator from Pennsylvania died December 31st of this year. No leaves on the trees and lack of visible foot traffic may support this theory.
