I make it "INTER CITY MEET". Had same trouble with last word, but "meet" makes some sense.
The (now) well known "peace symbol" was designed in 1958 as a logo for the British Campaign for Nuclear Disarmament. It represents the combined semaphore signals for "N" and "D."
I make out INTER for the first group of five on the left, then CITY for the middle four, but then things fall apart for the quartet on the right: MXX(or V)T. Maybe there are better Boy Scouts or Girl Guides out there than me who can decipher this.
I'm thinking that #7 actually reads "Fire Bldg. & Water Boiling." I find that I build fires lots more than I put them to bed.
