Washington, D.C., or vicinity circa 1925. "Children" is all it says here. National Photo Company Collection glass negative. View full size.
This could be the Berwyn, Maryland, summer campus of the St. Ann's Infant Asylum, headquartered for many years in Washington. The main facility housed just under 100 children at 2300 K Street N.W. from about 1863 to 1946, before moving subsequently to other locations. A benefactor gifted a summer house to St. Ann's circa 1910. From then until about 1956 (notably, an era that predated air-conditioning), St. Ann's would scoop up all the children old enough to walk and transplant them to the Berwyn site for the summer. Berwyn Heights Elementary School occupies the site today.
Notice that poor child in that wheelchair.
Just skin and bones.
Might this be some sort of institutional home?
