Rep. Patrick B. O'Sullivan (1887-1978), a Democrat of Derby, Connecticut, served only one term in the House. He was later justice, then chief justice, of the Connecticut Supreme Court.
Brig. Gen. Henry M. Clagett (1884-1952) started his career as an infantry officer and learned to fly in World War I. He was at various times a military aide to Presidents Taft and Wilson, commander of Army Air Corps training centers, and in 1941, commanded the AAC in the Philippines. At the time of this picture, Maj. Clagett was CO of Bolling Field, DC.
The biplane "Plover" is not the type used on early carriers by the RAF, but apparently a limited run Curtiss aircraft used on mail routes. How Gen. Mitchell came to be flying a congressman in it is a good question.
