I am sure you are correct about the boiler but welding has changed some over the years we do not have to use a big fat copper cable like that anymore.
Worked for CE many times in the field. Things don't change much -- this picture could have been taken today. What he's working on is called a spool piece.

Sixty-six years later it still looks exactly the same in that factory. They are still making boilers.
