This was probably taken at the USDA's Henry A. Wallace Beltsville Agricultural Research Center (BARC). This is one of last two operating farms inside the Capital Beltway (also also see Oxon Hill farm).

This picture brings back so many memories! My aunt worked at this farm for the FDA doing research on cows. There was many a weekend spent with her naming the new batches of cows she would get.
