The cook was probably at Camp Smith,NY. This was a major National Guard training base for many years. To my knowledge it is still being used today. Peekskill, NY, was at the time of this picture, and later, a summer vacation area for NYC residents. Today it's just another suburb. A previous governor of NY State, George Pataki came from Peekskill.
"Cookie" is killer handsome. (Strange to think that WWI was nearly a hundred years ago.)
