My guess is this photo is on the RF&P Grade heading south out of Alexandria. The RF&P paralleled the Southern Railway for a few miles out of Alexandria, then around Cameron Run, climbed a long fill to gain altitude to cross over the Southern and continued on south over Franconia Hill.
Time to play pick-up sticks
The cars here include: GM&N 6000 series boxcar which appears to be a Fowler/Dominion design single sheathed boxcar. NYC double sheathed boxcar of USRA or USRA clone origin, both with good roof shots. On the far right it appears to be an ACL 31243 ventilated boxcar, with the two sets of doors, lettered "double felt lined."
