The line hasn't been moved; the far turn where Secretariat widened in 1973 is still in Queens.
Btw, in 1913 they ran clockwise, so that today's far turn was then the clubhouse turn. Also back then there was a chute extending out from the top of the backstretch to where the Cross Island Expressway is now.
Belmont Park straddles the county lines of Queens (NYC) and The Village of Elmont (Nassau County). I heard that this was done in case one or the other banned racing or the wagering that came with it. In 1910 NY State outlawed racing, so the counties didn't have a choice. Today other than some parking lots the whole plant is in Elmont and Nassau county reaps the benefits, if any.
