I seem to remember lots of old two-lane roads in the Maryland suburbs during the 40s and 50s that were blacktop in the center, with concrete strips, about the width of the strip being poured in the picture, running along the outer margins of the blacktop--presumably because asphalt would have crumbled at the outside edges from wheel pressure, especially in hot weather. Bet you that's what's going on here.
I was looking for a counterbalance when I noticed the rear wheels are farther apart than the front. Keeps it from tipping.
