April 14, 1925. Washington, D.C. "Miss Mae Esterly with Sgt. Jiggs." National Photo Company Collection glass negative. View full size.
Sgt Jiggs has a history of his own as mascot of the Marine Corps.
All props to your mad census skills!
The 1920 census lists Mae D. Esterly (13 years old) living with her parents (James and Laura) at 1728 First Street. James's occupation is given as bookbinder. The 1910 census lists the family at the same location (helpfully noting that it is First St N.W.), the 4 year old daughter's name is recorded as "Dorothy M." in 1910.

OMG, he's magnificent! I want to reach back through time and squeeze that beautiful bully face.
A Mae Freyberger of Reading, PA was just mentioned as a surviving sister of Charles F. Esterly in his recent obit. He was 85.
Charles Joseph Esterly (1888–1940) was a Republican member of the U.S. House of Representatives from Pennsylvania from 1925 to 1927.
Is this the same woman? Was Rep. Esterly her dad?
And you probably would too. We don't see those heavily spiked dog collars and harnesses studded with giant nailheads much anymore. Gives Mr. Jiggs the appearance of being one tough and mean dog, not to be messed with. Also, Miss Mae's fine woolen suit is tailored with workmanship seldom seen today. Only the mud on her high heels mars her immaculate grooming. Too bad the lady isn't named Maggie.
