Thanks for this interesting photograph. I've always been fascinated by old alleys, the non-public face of commercial buildings, and the tiny backyards of the homes of yore.
This is a somewhat unusual design for row houses on Capitol Hill - specifically, notch in the rear of the the dog-leg for the back door. Circling around the region of 13th and Constitution, looking for these features (notched dog leg, symmetric units with neighboring alley), the most plausible candidate I can find is the lime-green building on 12th Place NE in the center of this view: you have to pan around to see the notch in the rear of the dog leg. Windows on the side seem to correspond. Additionally, there is not a house directly across the street from the alley but rather the rear wing of some other building set back from the street.
B Street was renamed to Constitution Avenue many years ago, I would have thought before this picture was taken, but I can't cite a reference.
