Not sure about college regulations, but helmets only became mandatory in the NFL in 1940.
Wow, whoever took this picture had a phenomenal eye. Not just the tilted frame, but the placement of the pileup and the spacing of the figures in the left half of the screen--it could be a Thomas Eakins photograph, or painting.
Question: was headgear optional in those days? About half the players, including some in the center of the action, are bareheaded.
