Below is the same view from November of 2006.
The Wilks Building was demolished for the NYSE Annex. When the bombing occured, the scaffolding and barricades for the Annex were in place. Those are stains from the leaky crankcases of the early automobiles or taxis that had wick seals and/or horse droppings.
That photo is actually from the terrorist attack of September 16, 1920, and that the stains aren't horse urine but blood. More info here.
[It could well be, which would be fascinating. I do see, though, that the other Underhill photos of Wall and Broad from 1911 to 1918 show the same kind of big dark spots. - Dave]

His confidence would lead me to believe that he is the photographer and the others in black are the assistants. Perhaps another assistant took the shot.

behind Washington's statue are Trinity Church. Used to enjoy many a summer's day having lunch in the old graveyard there as it was near work. Either there or Battery Park a few blocks' walk down Broadway (which Trinity Church is on). This part of Lower Manhattan is a very compact area.
