I wish there were a thought balloon over the shoeshine man's head. I'd wager the word "castrato" would be involved.
From the looks of the creases across the toes of these shoes, I'd say the shoe shiner would be stymied. All he could do is cover them up but cracks don't go away. Point 2 -- they look more like dancing shoes than walking ones.
