It's at 3rd and Indiana. Indiana no longer intersects with 3rd but there's an information plaque in the area which has this exact picture and describes the intersection and the history of it getting torn down to make way for I-395. (Check Google Street View at 526 D St NW to see the plaque, it's next to the Subway Restaurant).
This photo was shot looking NW and shows the East side of the Capitol. The church is long gone and what you would see now is the back of the Annex to the Library of Congress.

I guess the Mall as we know it wasn't there yet. And the Lincoln Memorial site was probably a muddy patch of ground.
