The street sign on the light pole says Madison. I was right about the columned entrance. Now, are we looking north or south?

The weather vane and other devices on the roof indicates that the building also houses the local office of the US Weather Bureau. Having the Weather Bureau office reside in a local federal post office was ordinarily the norm in those days.
Is this the Madison and St. Clair location? If it is, it definitely isn't around anymore. (I think the "farther out" site is probably the Madison and 13th location.)

What is the thing on the roof between the smoking chimney and the front face chimney?
The weathervane compass on the roof shows us we're looking south, and Madison Avenue seems to be the cross-street in front of us. But besides the rail line, no telling which corner we're at.
