Yes, Odie is right. I'm sitting a couple of blocks from there right now. The building you can see behind the truck, through the trees, is the old Kann's department store on Pennsylvania Avenue between Seventh and Eighth streets.
Apart from the damaged fender, this vehicle has a sleek look accentuated further by that spare tire. Fabulous material for a hot rod in later years.
